Can Spam for Good!

What do all of the above statements have in common? They were messages sent to my 10-year-old daughter’s e-mail address. Thankfully, though, I’m a good father and check her e-mail before she does and I’m able to delete the unbelievably inappropriate messages before she sees them.

Spam, also known as unsolicited commercial e-mail (UCE), isn’t just an ‘annoyance’. It isn’t just sent to adults. It doesn’t follow the rules of common sense and general decency. It is an all-out assault on every man, woman and 10-year-old girl in America. If you think that spam is only about mortgage quotes, stock tips and software sales you’ve been living in a hole for the past few years.

If somebody were to walk up to my daughter on the street and say “Do you like sex but don’t like the side effects of Viagra?” I guarantee he would be in jail by the end of the day. Likewise, if someone sent a letter to my daughter with “Learn how to become a sex god” or “You’ll never believe how easy it was to get three women in my bed at the same time” he’d have the unfettered wrath of the legal system brought upon him.

Why, then, can he send my daughter these e-mails with no ramifications?

The federal government, in all of its wisdom, recently passed the CAN SPAM (Controlling the Assault of Non-Solicited Pornography and Marketing) Act. CAN SPAM forbids e-mailers from using falsified information in their e-mails. It also prohibits the use of deceptive e-mail Subjects and requires spammers to use their actual e-mail address in the e-mail itself.

I have a better idea. Let’s pass a law that forbids bank robbers from using masks so that we can quickly and easily identify them. Better yet, let’s require murderers to leave their business cards at the scene so that we can easily track them down and prosecute them. You may laugh, but think about it – it’s the same principle that’s behind CAN SPAM.

It absolutely amazes me that, in a culture that is so concerned with offending others, harassment and other social taboos, we allow unhampered access to our children’s e-mail inboxes without any ramifications for those accessing them.

E-mail has become a standard means of communication for every American and even global citizen, young and old alike. While I used to hand-write letters to my pen pal in the next state, my daughter e-mails her various pen pals around the world.

It is this global aspect of the new age of communication that is presenting the ultimate challenge for our lawmakers here in the good ‘ole US of A. 90% of the spam that we receive advertises web sites hosted in China, Brazil, Russia and other countries. The internet has created a new global market for peddlers of smut and pornography to abuse.

Spammers create accounts here in the US with Comcast, Hotmail, Yahoo and other quick-and-easy internet service providers. They also use Canadian and European ISPs to send their smut. China, Japan, Taiwan and other Asian nations seem to allow anyone to create and e-mail account and use it to send offensive spam.

I, not being one to simply complain and do nothing, have developed a plan to truly can spam. The first thing we need to do is create a Central Spam Department within the US government whose primary responsibility will be to track down and identify spammers.

Each of us would be able to forward our received spam to the CSD. The technicians there would use the huge volume of Spam to do three things.

First: Identify the spammer or at least the network the spammer is on and prevent the spammer and his or her network from accessing US networks, essentially blocking the Spam.

Second: Catalogue the keywords and other aspects of spam mails and then forward that information to the various spam blockers already in place on both the corporate level and personal computer level.

Third: Visit the web sites being advertised and, with the help of the major credit card vendors, determine what the spammer’s Merchant Account number is (the bank account used to collect credit and debit card sales) as well as the bank that holds the account. The credit card companies could then close the account and seize the funds it contained.

The best part of this system is that while a portion of the seized funds would be given to the credit card company and/or the bank, the rest would be used to fund the CSD.

Everybody wins – well, except the spammer, anyway, but who cares about him? The bottom line is that we’d have a real and viable way to stop the constant flow of ‘enlarge your penis’ and ‘increase your sex drive’ e-mails heading to my daughter’s inbox.
